The Ukrainian government is finalizing work on major legislative changes concerning traffic rules. The focus is on a new fine system for drivers and clear regulations for the operation of electric scooters. Prime Minister Yulia Sviridenko announced the details of the reform.

Fine gradation and combating systematic violators

The key idea of the updated rules is a differentiated approach to punishment. The government plans to introduce a fine gradation depending on the degree of speeding. This is intended to increase the accountability of drivers who regularly create hazardous situations.

"For most drivers, nothing will change. The new rules are primarily aimed at those who regularly create danger for other road users," emphasized the Prime Minister.

The proposals have already been discussed with the Minister of Internal Affairs and relevant officials. In the near future, draft amendments will be put forward for discussion with Members of Parliament.

Expansion of the traffic camera network

An important element of the reform will be the development of the automatic control system. According to Yulia Sviridenko, the effectiveness of compliance with the rules directly depends on the presence of control on the roads.

Today, about 377 automatic violation recording complexes are operating on Ukrainian highways. As part of the safety improvement plan, the government intends to increase this number to more than 410 complexes.

Regulation of the e-scooter market

Special attention is being paid to light personal transport. Statistics from recent months show an alarming trend: the number of accidents involving electric scooters increased by 66.8% in the first five months of 2026.

"People, including children, are dying and getting injured. The rules must be clear and understandable for all road users," noted the head of the government.

The government is preparing legislative regulation for the use of scooters. Earlier, the Supreme Court already recognized them as a source of increased danger, paving the way for stricter liability measures.

Context of legislative initiatives

The discussion about the traffic rules reform has been ongoing for more than a year. Back in May 2025, bill No. 13314 was registered in the Verkhovna Rada. The document proposed reducing the permissible error in speed measurement from 20 to 10 km/h and introducing fines ranging from 340 UAH for exceeding the limit by 10 km/h to 3,400 UAH for exceeding it by 80 km/h.

On June 2, 2026, parliament received a separate bill dedicated to electric scooters. It provides for fines of up to 17,000 hryvnias and the possibility of confiscating the vehicle for serious violations.
