For residents of Ukraine who do not have access to central heating, natural gas, or do not use electricity for heating, the state has provided a mechanism for financial support. The Pension Fund of Ukraine (PFU) has clarified the key nuances of obtaining a subsidy for the purchase of solid and liquid household stove fuel in the new heating season.
Who is eligible for the subsidy
Assistance is provided exclusively to households using solid fuel (firewood, coal, pellets) or liquid stove fuel for heating. It is important to note that only citizens who do not use other types of heating are entitled to the payment. If there is gas or electricity in the house, even if used rarely, obtaining a subsidy for firewood may be blocked.
Documents and procedure for application
The application procedure has been simplified: a separate certificate regarding the presence of stove heating from utility services or the administration is not required. The applicant independently indicates the heating method in the income and expenditure declaration, which is submitted together with the application for a housing subsidy.
In the case of applying for the payment within the framework of the experimental project (simplified procedure), information about the heating method is entered directly into the simplified application form.
Important change: absence of automatic extension
The PFU emphasized that the subsidy for solid fuel is appointed once per calendar year. This means that receiving assistance in the past year (for example, in 2025) does not guarantee automatic receipt of the payment in the following year.
To receive a subsidy in the new calendar year, it is necessary to personally apply to the Pension Fund again with a new application and an up-to-date income and expenditure declaration. This requirement is due to changes in citizens' income levels and fuel costs.
How the payment amount is calculated
The amount of the benefit is determined individually for each household. The calculation formula takes into account two factors:
- The cost of solid fuel within the norm established by the state.
- The amount that the household must pay independently in accordance with its income (the neediness threshold).
The subsidy covers the difference between these indicators.
Appointment deadlines
If a standard subsidy for paying utility bills is appointed together with the subsidy for solid fuel, it is calculated from the month of application until the end of the current calendar year.
Contradictory data
In various sources and citizen comments, confusion sometimes arises regarding the validity period of the subsidy. While the standard subsidy for paying utilities may be valid until the end of the heating season or year, the subsidy for fuel purchase is strictly tied to the calendar year. This creates a situation where citizens, accustomed to the automatic extension of utility payments, may miss the opportunity to receive assistance for firewood in the new year if they do not submit an application again.
Additional nuances
It was previously reported that state assistance could be appointed even if the housing area exceeds the norm, provided certain neediness criteria are met. It is also important to consider that the presence of a land share may affect the calculation of the family's total income and, consequently, the size of the subsidy.
