In Ukraine, significant changes are coming into force in the state program «єОселя» (eOselya). The government has approved a package of measures aimed at substantially improving the housing conditions of combat veterans and families of fallen defenders. The key innovation is the reduction of the mortgage interest rate to a symbolic 3%.

As reported by RBC-Ukraine, citing Prime Minister Yulia Svyrydenko, the new rules will take effect within a month. This decision is intended to make access to own housing a reality for those who have given their lives or health to defend the country.

Mechanics of the preferential rate: 3% for ten years

The essence of the innovation lies in direct state financial support. For the first ten years of the loan, veterans and families of the deceased will enjoy a preferential rate of 3%. The budget will fully compensate for the difference between the market rate and the preferential rate.

Starting from the 11th year, the lending conditions will be reviewed, and the rate will be set at 6%. This approach allows borrowers to comfortably service the debt in the first years of living in a new home, when expenses for setting up the household are usually at their peak.

Simplified conditions and new guarantees

The government did not limit itself to just lowering rates. The technical parameters of the program were also revised to cover more families:

  • New approach to family composition: Now, when calculating quotas and conditions, children up to the age of 21 will be taken into account. This allows young families with student children to count on more spacious housing.
  • Flexible guarantees: Banks have been granted the right to consider guarantors who are not relatives of the borrower. This removes the barrier for those who do not have close ones ready to take on financial obligations.
  • Property guarantor: A new tool is being introduced — a person providing their housing or property rights as collateral. The liability of such a guarantor is limited to the value of the transferred property, which reduces risks for third parties.

Digitalization and transparency

To accelerate the loan approval process and eliminate bureaucratic delays, «Ukrfinzhyllo» will be granted the right to request data on income and solvency through state registries. This is possible only with the consent of the borrower, their family, and guarantors. This step will allow banks to assess risks faster and issue decisions.

An application to participate in the updated program can be submitted via the «Diia» portal, making the process maximally accessible and transparent.

Context of support for defenders

These changes complement previously adopted support measures. Previously, mobilized military personnel already received the right to a mortgage at 3% instead of the standard 7%, equating their conditions with those of contract soldiers. Furthermore, in 2026, veterans are entitled to a 75% discount on utility services, rent compensation, and financial assistance for purchasing housing, especially for persons with disabilities due to war and families of the deceased.
