Summer 2026 in Kyiv promises to be unusual for water sports enthusiasts. Despite the hot weather and the city dwellers' desire to dip into the cool water, the capital's authorities have decided not to declare an official swimming season. However, this does not mean that the beaches will be locked up: access to the water remains free, but with important caveats.

The Right to Water vs. Safety Recommendations

The situation with beaches in the Ukrainian capital is regulated by a complex balance between citizens' legislative rights and safety requirements. As reported by RBK-Ukraine, citing KP "Pleso" — a municipal enterprise responsible for the operation of water fund lands — beaches remain open for visits.

The basis for this is Article 47 of the Water Code of Ukraine. The document guarantees every citizen the right to unimpeded and free access to the shores of water bodies. "The right of Kyiv residents to access water is guaranteed by law, and the territory of the beaches remains open for walking and relaxation," the municipal enterprise emphasized.

Nevertheless, the status of an "official" season is absent. The decision was dictated by Protocol No. 4 of the Kyiv City Defense Council dated May 17, 2023, which stipulates the requirement "not to recommend visiting beaches." This information is posted on information boards at all municipal beaches.

Condition of Beaches and Zone of Responsibility

The absence of official status does not mean a complete lack of control. Specialists from KP "Pleso" continue to monitor the condition of coastal zones. As of June 11, 2026, the list of territories where regular maintenance is carried out includes 15 municipal beaches.

The enterprise continues to work on the improvement of coastal territories and ensuring their proper sanitary and ecological condition. Acting General Director of KP "Pleso" Andrey Vagin assured that control over cleanliness and order on the beaches will be maintained in the future.

Thus, Kyiv residents and guests of the city can visit the beaches, but they do so at their own risk, as official rescue services and the swimming season in the conventional sense are not functioning in 2026.
