Key Decision: 50% Increase in Teacher Wages Over One Year
In Ukraine, starting September 1, 2026, teacher salaries will increase by 20%. This hike will mark the second wave of wage reform in the education sector for the current year. As Prime Minister Serhiy Kretsky stated during the "Serpenova – 2026" conference, the cumulative wage growth compared to 2025 will reach 50%. The first wave of increases was already implemented on January 1, 2026, when teacher wages rose by 30%.
The head of the government emphasized that these measures are only the beginning of a long-term strategy to bring teacher salaries to market and European levels. The goal of the reform is not only to increase nominal payments but also to ensure income stability and predictability for representatives of the profession.
New Tariff Scales: From 12,800 to 28,500 Hryvnias
During the speech, specific figures for the new salaries were announced, which will take effect after the September indexation. The amount of payments will depend directly on work experience, qualification category, and current teaching load.
For young specialists starting their careers in the education system, the minimum salary will be 12,800 hryvnias, and the maximum will be 17,700 hryvnias per month. Experienced teachers with high tenure and qualifications can expect income in the range of 16,900 to 28,500 hryvnias. The Prime Minister noted that such changes are intended to make the teaching profession more attractive to young people and to retain qualified personnel in the education system.
Transparency of Allowances: Initiatives by the Ministry of Education
Minister of Education and Science Andriy Butenko detailed the payment structure during the discussion of the reform. According to him, Ukrainian teachers are entitled to receive more than 80 different types of allowances and supplements. However, according to department data, many teachers are unaware of the full range of financial incentives available to them.
Among the basic allowances, the minister highlighted the supplement for the prestige of pedagogical labor, payments for class guidance, and allowances for years of service. The Ministry of Education and Science plans to work on simplifying and increasing the transparency of the system for calculating these payments so that every teacher can accurately calculate their monthly income. Butenko also reminded of additional support measures planned for the autumn of 2026: student scholarships will be doubled, and more than 3 million schoolchildren will receive the right to free meals.
Contradictory Data
Despite the government's optimistic statements about wage growth, there are disagreements in the expert community regarding the real standard of living for teachers. On the one hand, official statistics record a 50% growth compared to 2025. On the other hand, some trade union organizations and independent analysts point out that even after the increase, teacher salaries may not keep up with inflation rates in certain regions of Ukraine, especially in the context of the ongoing war.
Furthermore, there is uncertainty regarding the implementation of allowances. Minister Butenko stated that there are more than 80 types of supplements, yet teachers complain about the complexity of their calculation and bureaucratic barriers. It remains unclear how effectively the new transparency system will work in practice in the upcoming academic year.
