Several electronic services have been temporarily suspended in the 'Reserve+' mobile application, a key tool for citizens to interact with the military registration system. The restrictions affect functions requiring the verification of disability status data through third-party state information systems.
According to RBC-Ukraine, citing explanations from the Ministry of Defense of Ukraine, the department decided to temporarily disable certain options. The reason was technical failures and incorrect responses from social sphere registries, which created a risk of incorrect processing of users' digital applications.
Reasons for restrictions and data security
The defense department emphasized that this step was taken solely for data security and to prevent legal errors. Due to the instability of information exchange between systems, there was a threat that citizens' applications might be processed incorrectly, which would entail legal consequences.
During the technical work in the 'Reserve+' application, the following functions are unavailable:
- Submission of an electronic application for deferment from conscription based on disability;
- Updating or actualizing disability group data in online mode;
- Verification and validation of information by TCC and SP operators through the electronic system.
The Ministry of Defense assured that as soon as data exchange between the Ministry of Social Policy registries and military accounting systems stabilizes, all services will be fully restored. Users will be notified separately about the resumption of the service.
Status of active deferments
The Ministry of Defense separately reassured citizens who have already used the service or hold documents for deferment. The department provided a clear explanation: temporary technical restrictions do not affect existing deferments and do not abolish the right to deferment if there are legal grounds.
Thus, all deferments previously arranged through the application or at the TCC remain legal and valid. The restrictions are purely technical and are intended to eliminate errors in the software's operation.
Context: updating approaches to mobilization
The Ministry of Defense continues to regulate other procedures for exemption from mobilization against the backdrop of a massive update of approaches to army organization. In particular, the department decided to provide deferments for military personnel with old three-year contracts. This measure is aimed at preventing their immediate transfer to the status of liable persons after the expiration of their term of service.
