Applications for financial assistance to heat private homes have started being accepted in Ukraine. The state is ready to support citizens whose homes are not connected to centralized heating systems or gas networks and are forced to use solid fuel. The maximum payment amount for one household this year can reach 19,400 UAH.
Who is eligible for assistance
The main goal of the program is to support families that heat their homes exclusively with firewood or coal. According to information published in the Court and Law Gazette, the state will compensate for part of the fuel purchase costs. To receive funds, it is necessary to document the actual use of solid fuel for heating.
Special attention is paid to residents of border territories. Thanks to international support programs, the amount of assistance for residents of areas near the front line may be increased. Local military administrations independently form lists of territories where extended support applies and determine the list of recipients. This allows people to prepare for the cold in advance.
How the subsidy is calculated
When calculating the amount of assistance, the Pension Fund of Ukraine is based on the basic fuel consumption norm — 2 tons per year per family. At the moment, the maximum cost of one ton of solid fuel is set at 4,602.57 UAH. Thus, the basic cost of fuel for the season is about 9,205 UAH.
The subsidy covers the difference between this amount and the mandatory family payment, calculated based on their income. Different rules apply to preferential categories of citizens. For them, the consumption norm is 1 ton per year, and the benefit amount depends directly on their status. For example, participants in hostilities receive a 75% discount.
Deadlines and application procedure
Payments can be arranged through the territorial bodies of the Pension Fund. Citizens must prepare a package of documents and submit them within the established deadlines. The final deadline for submitting applications for assistance is August 17, 2026. After checking all the provided information, a decision is made to accrue funds, which are transferred to the bank accounts of the recipients.
Resilience plans in the regions and Kyiv
Alongside energy supply issues, the National Security and Defense Council of Ukraine has approved resilience plans for all territorial communities, with the exception of the capital. Kyiv has developed and adopted its own plan at a city council session and has begun its implementation. However, the question of state financing for the implementation of the capital's resilience plan remains unresolved at this time.
