A political storm is brewing in the corridors of power in Kyiv. Despite officials preferring to remain silent, sources at City Hall and Bankova confirm: the question of replacing Tymur Tkachenko, the head of the Kyiv City Military Administration (KMVA), is back on the agenda. However, contrary to rumors of an imminent resignation, the actual decision may only be made in the autumn.
Battle for Influence: Why the Resignation is Delayed
The situation surrounding Tkachenko resembles a prolonged conflict between the President's administration and City Hall. In early May, rumors surfaced online that Tkachenko had submitted his resignation. The official quickly refuted these claims, calling them fabricated. Nevertheless, insiders from Vitali Klitschko's team admit: Tkachenko did indeed consider leaving.
The reason lies in the complex role he is forced to play. According to sources, his function is reduced to "snapping back" at the mayor, while he cannot fully manage the city without violating the law. This duality has likely become unbearable for him.
Bankova's Strategy: Why They Are Waiting Until Autumn
Tkachenko's circle denies any intention to leave, linking information leaks to internal personnel changes within the patronage service. However, the key decision remains with Bankova. Currently, they are ready to give Tkachenko another chance, but the situation could change drastically in the autumn.
Politicians reason pragmatically: if the head of KMVA is replaced now, the new leader will automatically take responsibility for preparing the capital for winter. In case of disruptions with heat and electricity, which cannot be ruled out, the blow will hit his reputation. By postponing the decision until autumn, the authorities can redistribute responsibility and possibly increase pressure on Klitschko himself, attacking both "their own" and "outsiders" simultaneously.
Who Could Become the New Head of KMVA?
If a personnel change does occur, specific names are already appearing on the list of possible successors. Among the favorites is the head of the Solomianskyi District State Administration, Serhiy Movenko. Positive reviews are also heard regarding his colleague from the Obolonskyi district — Kyrylo Fesik.
Against the backdrop of these intrigues, the Cabinet of Ministers has set strict conditions: Kyiv's preparation for winter must be completed on time. More than four billion hryvnias have been allocated for these purposes, and reporting will be strict. In this race for resources and responsibility, Kyiv's political map could be redrawn in the near future.
