The parliamentary marathon has concluded: the Verkhovna Rada of Ukraine, on its third attempt but with the second vote, adopted a decision to terminate early the powers of People's Deputy from the 'Voice' party, Vladimir Tsabal. This event marked the culmination of a series of political twists involving one of the most prominent economists in the Ukrainian parliament.
On May 27, after insufficient votes in April, 257 deputies voted to terminate Tsabal's powers. This decision was the result of a prolonged process that began in 2021 when Tsabal, along with other 'Voice' deputies, declared no confidence in the faction leader and joined the 'Justice' coalition.
From McKinsey to Parliament: Tsabal's Career
Vladimir Tsabal is a graduate of the National Aviation University of Ukraine (NAUKMA) and the INSEAD business school. His career began in major international companies: he worked at 'Tetra Pak Ukraine', 'Nestle Ukraine', and also at Nestle offices in Athens and Sofia. From 2008 to 2019, Tsabal was an associate partner at the consulting firm McKinsey & Company, where he focused on strategic planning and market analysis.
In 2019, Tsabal was elected as a People's Deputy of the Verkhovna Rada of the 9th convocation from the 'Voice' party, taking the 12th place in the list. His economic education and experience working in international companies made him one of the most authoritative experts in the parliament.
Scandals and Blockages
However, Tsabal's political career was not without scandals. In 2023, he became the author of a blocking amendment to a bill on payments to military personnel, which caused widespread public resonance. This amendment aimed to review the mechanism for financing military expenditures but was perceived as an attempt to slow down the payment process.
In 2023-2024, Tsabal was a member of the Temporary Investigative Commission of the Verkhovna Rada on investigating possible violations in the field of public procurement during martial law. In 2025, he took the position of Deputy Chairman of the Temporary Investigative Commission on investigating possible violations of legislation in the field of foreign economic activity related to the non-return of foreign currency earnings to Ukraine.

The decision to terminate Tsabal's powers became part of a broader process in which the Verkhovna Rada had previously adopted similar decisions regarding other deputies. Recently, the parliament supported the statement of People's Deputy Daria Volodina from 'Servant of the People' on resigning her mandate. Also, the Rada supported the early termination of powers of People's Deputy Irina Kormishkina after she was announced several suspicions, including illegal enrichment.
In October 2025, the parliament early terminated the powers of People's Deputy from the 'Servant of the People' faction Anna Kolisnyk. These events indicate that in the Ukrainian parliament, the process of cleansing those who do not meet the requirements for deputies continues.
