The US State Department has officially stated that Ukraine is in a position to claim an advantage in the war against Russia. This was announced by Jeremy Levine, the US Deputy Secretary of State for Foreign Assistance, Democracy, and Global Health. His words were reported by RBK-Ukraine, citing Mezhha.net.
Ukraine is winning the war
Jeremy Levine made the statement during a Ukrainian lunch in Gdansk, organized by the Victor Pinchuk Foundation. The event took place on the eve of the International Conference on Ukraine's Reconstruction (URC-2026).
According to the US official, Ukraine continues to work on consolidating the new stage of the conflict and is currently in a winning position. "We are in a situation where Ukraine is winning the war," Levine emphasized.
Change in tactics: who is afraid of winter?
The Deputy Secretary of State noted a significant change in the situation compared to previous years. If Ukrainian troops previously awaited the onset of winter, fearing a slowdown in Russian army activity, the picture has now changed. Now it is Russia that is counting on the cold, while Ukraine continues to exert pressure.
Levine recalled that even in difficult winter conditions, the Ukrainian side managed to change the course of events and strike infrastructure objects on Russian territory. "This is a very important moment: Ukraine can continue to pressure the front," he added.
Sanctions and support
The State Department representative also touched upon the topic of a possible review of the sanctions policy regarding Russian oil. He assured that Washington would continue to coordinate sanctions steps with its European partners.
The US remains committed to the course of supporting Ukraine and continuing international pressure on Moscow. Recently, the US administration has changed its rhetoric, promising more extensive aid and assessing Kyiv's actions as successful.
In particular, a positive signal came from US President Donald Trump. He stated that things are going "pretty well" for Volodymyr Zelenskyy and the Ukrainian leader is holding his ground in the confrontation with Russia. Trump himself had previously mentioned a possible review of sanctions against Russia, which Kyiv perceives as a favorable sign for further dialogue.
