On July 8, a new mechanism came into force aimed at systematizing the process of arrival and enlistment of foreign volunteers in the Ukrainian Armed Forces. The state announced the launch of an accompaniment market, which will operate based on Ukrainian companies ready to officially organize this process.

Unified rules for all participants

As announced by the Minister of Defense of Ukraine, Mykhailo Fedorov, the key goal of the reform is to attract a larger number of motivated fighters from abroad. To this end, a transparent and unified procedure is being created, covering the entire path of the volunteer — from the moment of the decision to come to signing a contract with the Defense Forces.

The Minister emphasized that the new system is designed to make the process clear and uniform for everyone, eliminating chaotic actions by individual intermediaries.

How intermediary companies will work

Only companies that have passed verification and are officially registered on the territory of Ukraine will be able to accompany foreign citizens. To be admitted to work, the business must pass a state inspection, confirming its financial stability and compliance with integrity requirements.

The financial model of the new market is based on a fixed fee. Companies will receive payment from the state for each foreigner who successfully signs a contract with the army. Payments will not be one-off: money will be paid in stages as the volunteer passes certain stages of registration.

Systemic strengthening and preservation of life

Mykhailo Fedorov called the launch of this market an important step towards the systemic strengthening of combat units. According to him, streamlining processes also contributes to the preservation of the lives of Ukrainian military personnel, as it allows for more effective integration of new fighters.

Previously, it was reported that Ukraine has already increased the amount of payments for attracting foreign volunteers. In addition, President Volodymyr Zelenskyy signed a law on changes to the state budget, providing for an increase in the pay for active military personnel. Now, soldiers also have the right to additional rewards for neutralizing the enemy or capturing Russian Federation soldiers.
