For residents of Ukraine whose vehicles were destroyed or damaged as a result of Russian shelling, the Ministry of Internal Affairs has launched a simplified procedure for document processing. Owners of damaged vehicles can use the services of mobile service centers for free, without leaving the scene of the incident.
The main service center of the Ministry of Internal Affairs confirmed that the work of mobile teams at the sites of shelling allows victims to resolve administrative issues immediately. In particular, this concerns the rejection of the vehicle (deregistration) and the restoration of driver's licenses.
How to get the service at the scene of the shelling
The main advantage of the new procedure is the absence of the need for prior registration through the "E-appointment" system. However, the algorithm of actions has its nuances:
- Status fixation. First, you need to contact the pre-trial investigation bodies — the police, SBU or other structures. There they issue a document confirming the status of the victim.
- Contacting the service. With this document, you should go to the mobile service center of the Ministry of Internal Affairs working on the spot, or to any territorial center.
- Result. The service is provided free of charge within one working day after submitting the documents.
Why it is important to deregister a burnt car
The department emphasizes an important legal nuance: even a completely destroyed car continues to be registered to the owner in the registry. If the vehicle is no longer subject to restoration, it must be officially rejected. This will help avoid problems with taxes and fines in the future.
The rejection procedure can be completed at any Ministry of Internal Affairs service center, regardless of the owner's place of residence. Both the owner himself and his authorized representative have the right to apply.
Limitations and important conditions
There are situations when the deregistration procedure cannot be carried out:
- If the car is encumbered (for example, it is pledged to a bank).
- If the owner has already discarded the car but has not documented this — it is impossible to restore registration after rejection.
In case the certificate of registration or license plates were lost or stolen, a corresponding ruling or certificate of the internal affairs bodies is provided instead.
For those who cannot use the mobile center on the spot, the standard procedure remains the same: you need to register through the "E-appointment" system or take a ticket at the service center terminal.
Compensation and restoration
In addition to administrative issues, Ukrainians have the right to financial compensation. It was previously reported that the International Register of Losses has expanded the list of categories for submitting applications through the "Diia" app. Now you can claim compensation for moral harm, loss of access to medicine and education, as well as for property losses.
The "eRestoration" program is also in effect for compensation for destroyed housing. The right to payment is inherited: even if the owner died, his heirs can process the compensation after entering into inheritance.
