Drivers who still keep old paper or laminated licenses in their glove compartment risk encountering serious problems when crossing the border. The Ministry of Internal Affairs of Ukraine (MIA) strongly recommends that citizens replace documents of the old format with modern ID cards.
According to information published by RBC-Ukraine, the department reminded that new licenses feature multi-level security and, critically, are displayed in digital registries — in the «Diia» app and the Driver's Cabinet.
Why old licenses can become a problem
Some Ukrainians continue to use documents issued before 2013 or paper laminated versions. If your license does not "show up" in electronic databases, its replacement becomes mandatory, especially for those planning trips abroad.
The MIA explained the legal background: the 1968 Convention on Road Traffic, which regulates the recognition of licenses in other countries, requires the document to have a validity period. This information must be clearly indicated in field 4b of the license. If the document was issued without a validity period, inspectors of foreign states may ask additional questions or refuse entry altogether, considering the license invalid.
How and where to exchange licenses
The exchange procedure is simplified. To do this, you need to register at an MIA service center through the electronic registration system or take a ticket at a terminal directly at the center.
It is important to know several nuances of the process:
- Documents on a smartphone: You can show the passport, tax number, and residence certificate to the administrator via the «Diia» app.
- Photo on site: There is no need to take photos in advance; this will be done directly at the service center.
- Speed: A new license can be obtained on the day of application.
- Cost: The approximate cost of the service is 572 hryvnias (excluding bank fees).
Features of electronic submission
Only citizens whose old documents are already entered into electronic databases and displayed with a photo can order an exchange via the Driver's Cabinet or the «Diia» app. If the old license is missing from digital registries, you will have to visit an MIA service center in person for initial data registration.
Previously, the department clarified the difference between exchange and restoration: exchange is required if the document exists but needs replacement (expired, damaged, data change), whereas restoration is processed in case of loss or theft. In the event of lost licenses, there is no need to retake exams — the document is simply restored.
