In the first half of 2026, construction of 47.4 thousand apartments and single-family houses began in Ukraine. Compared to the same period last year, this figure decreased by 3%. Despite the overall decline in new construction volumes, the market maintains high price levels: the most expensive new developments are concentrated in Lviv and Kyiv, with starting prices in the capital rising by 18% over the year. Expert data published by RBC-Ukraine paint a picture of a divergent market, where the capital region acts as the main "anchor" of decline while other regions show growth in activity.
The Capital Region as the Cause of Overall Decline
The general decrease in new construction volumes is directly linked to indicators in the capital region. In Kyiv itself, the number of apartments whose construction began in the first half of 2026 dropped by 65%. In the Kyiv region, the decline reached 41%. These two figures form the main share of the nationwide 3% drop. At the same time, other regions of Ukraine show the opposite dynamic: construction activity grew by 26%, indicating a redistribution of demand and project activity beyond the capital cluster.
Price Geography: From Lviv to Zaporizhzhia
The primary market retains pronounced price differentiation across cities. The highest median price per square meter was recorded in Lviv at UAH 69.8 thousand. Kyiv takes second position with the cost of a "square" at UAH 65 thousand. Conversely, the lowest price on the primary market was recorded in Zaporizhzhia, where the average cost per square meter is UAH 24,100. The gap between the most expensive and most affordable markets exceeds two and a half times, emphasizing the regional heterogeneity of the new housing price landscape.
Price Dynamics in Kyiv and Segmentation by Housing Class
In the capital, the starting price for new buildings increased by 18% over the year, including an 11.7% growth in the last six months alone. At the same time, price changes were uneven depending on the housing class. Over the half-year, comfort-class new buildings rose in price by 10.6%, while economy and premium classes lost some value. Such differentiation points to a shift in demand toward the middle segment and indicates that price growth in Kyiv is concentrated precisely in the comfort class.
Market Context: 2026 Supply and Trends
Price and construction dynamics are viewed against the backdrop of changes in supply volumes on the secondary and primary markets. According to available data, the number of housing sales listings in Kyiv decreased by 4% over the year, in Ivano-Frankivsk by 27%, while in Odesa the volume of supply increased by almost a third. These regional contrasts complement a picture where the contraction of construction starts in the capital region is combined with growing activity in other regions and heterogeneous price dynamics across classes and cities.
