Ukraine is on the verge of realizing an ambitious project to localize the production of Patriot air defense systems. Despite the fact that defense industry plants will become priority targets for Russian attacks, Kyiv does not intend to abandon its plans. As Igor Fedirko, Executive Director of the Ukrainian Council of Arms Manufacturers, stated, the main task now is not to ignore the risks, but to build an effective risk management system.
Security strategy and phased launch
According to the plan being discussed in the context of US permission for production, the process will be broken down into stages. In the initial stage, Ukraine will receive the most technologically complex components from American and European partners. Integration, final assembly, and system testing will take place directly at Ukrainian sites. In the future, there are plans to gradually increase the domestic share of production.
Igor Fedirko emphasizes that risks exist not only for Ukraine but also for Western partners. Possible damage to equipment or leakage of technology could harm foreign manufacturers as well. This is why production security, protection of documentation, and strict access control will be the main conditions from the US side.
Acute shortage and political support
The relevance of producing Patriots in Ukraine is due to a critical shortage of ammunition. After a series of Russian ballistic missile attacks on Kyiv, the Ministry of Defense appealed to 40 partner countries requesting the immediate provision of missiles for Patriot systems. The appeal was made in July, when the shortage became particularly acute.
A breakthrough in the situation occurred at the political level. In July, US President Donald Trump, in a meeting with Volodymyr Zelenskyy, officially stated that the US would allow Ukraine to produce Patriot missiles. This decision opens the way to creating its own production base capable of operating even under conditions of constant missile threats.
