President of Ukraine Volodymyr Zelenskyy stated that there were no advance warnings from international partners prior to the recent massive Russian ballistic missile strike on Kyiv. According to him, timely intelligence data plays a critical role in saving civilian lives and preventing destruction; however, this time the early warning system via partner channels failed to function properly.

Scale of the Night Attack and Regional Destruction

Starting from the evening of October 12 and throughout the night into October 13, 2026, Russian forces launched over a hundred various air attack weapons across Ukraine. The enemy deployed jet-powered drones, loitering munitions, and ballistic missiles fired from the Bryansk region. Air defense forces managed to intercept and suppress a significant portion of the targets, but impacts could not be avoided. In Kharkiv, a residential apartment building was destroyed as a result of a strike, with rescue services conducting search operations at the rubble site all night, confirming four fatalities and dozens of injuries of varying severity.

Contradictory Data

The issue of warning timeliness and the activation of alert systems sparked widespread discussion among experts and military observers. Official figures and the Air Force Command of the Armed Forces of Ukraine explained that explosions in the capital occurred virtually before the official air raid alert was announced due to the high speed of ballistic targets and potential delays in intelligence transmission. At the same time, Western analysts and certain specialized agencies point to the technical difficulty of tracking mobile launchers during the initial launch stages, which objectively reduces the reaction time for air defense systems.

Ukraine's Position on De-escalation and Energy Infrastructure

The Head of State also emphasized that Ukraine is upholding its obligations to halt strikes on energy and oil refining facilities in accordance with agreements announced by the US President. Despite this, the Russian side ignored the initiative and targeted critical infrastructure across 19 regions of the country. Kyiv underscores its readiness for reciprocal de-escalation steps but insists on the necessity of exerting powerful international pressure on the aggressor, as any attempts to prolong the conflict or delay military assistance merely undermine the prospects for achieving lasting peace.
