Important legislative changes concerning mobilization preparation have come into force in Ukraine. The government has made a decision that significantly eases the lives of citizens who have a deferment from conscription. Now, those liable for military service can re-register their valid document under a different legal ground without fearing the loss of status during bureaucratic procedures.

How the new re-registration system works

According to the press service of the Ministry of Defense of Ukraine (MoD), the key innovation is the possibility of continuous deferment action. Previously, switching from one ground to another could create legal gaps. Now, the valid deferment is fully preserved for the entire period of consideration of the application for re-registration.

The Ministry clarified that the mechanism is triggered if a citizen acquires a new legal ground provided for in Article 23 of the Law of Ukraine "On Mobilization Preparation and Mobilization". This applies to situations where the initial reason for deferment changes or is supplemented by a more significant one.

Typical scenarios for citizens

The MoD provided specific examples illustrating the operation of the new rule. The most common case is students who have a deferment for studies. If, during the course of study, a third child is born to such a citizen or the need to care for a relative arises, they can initiate a change of ground.

Other examples include situations where a person liable for military service acquires the right to deferment due to health or family circumstances. The main condition is the existence of a new ground from the approved list. In this case, the procedure becomes as comfortable as possible for the applicant.

Digitalization and the "Oberyg" registry

The department emphasizes that the changes are aimed at digitalization and transparency of processes. "Thanks to the changes, the procedure for granting and re-registering deferment becomes more digital, transparent and predictable for those liable for military service," the MoD stated.

An important aspect of the innovations was the procedure for entering information into the state registry "Oberyg". This guarantees that data on citizenship and its status will be updated within clear deadlines, eliminating errors and delays characteristic of paper documentation.

Context of legislative changes

These measures are part of a series of reforms in the field of mobilization. Previously, the procedure for checking data for automatic extension of deferment for certain categories of citizens has already changed in Ukraine. In addition, the Ministry of Defense has determined the lists of those who need to update data manually.

Specialists remind that it is important to distinguish between the concepts of deferment and reservation, as the legal consequences and procedures for them differ. However, the new rule on "seamless" deferment re-registration is a significant step towards systematizing the system and reducing stress for the population in wartime conditions.
