The Cabinet of Ministers of Ukraine has reallocated funds from the reserve fund of the security and defence sector to ensure timely payments to members of the Armed Forces and their families in September 2026. This was announced on September 4 by Prime Minister Serhiy Koretskyi in his Telegram channel, as reported by RBC-Ukraine. According to the head of government, the total volume of redirected funds amounts to 33.6 billion hryvnias, which will be distributed across two main areas — direct payments to the troops and support for their families, as well as equipping the defence forces with the necessary weapons and equipment.
State priorities and a call to parliamentarians
Serhiy Koretskyi emphasized that payments to the troops, support for their families, and equipping the defence forces with the necessary weapons remain an unconditional priority of the state under current conditions. The Prime Minister appealed to officials and members of parliament, urging them to accelerate work on balancing the budget as much as possible. “I once again call on officials and parliamentarians to speed up their work as much as possible and focus on adopting all urgent decisions and laws needed to secure international financial assistance. This is the only way to balance the budget under current conditions,” Koretskyi stated. Thus, the reallocation of the reserve is not only an operational measure to cover September payments, but also a signal that, without an inflow of external funds, Ukraine's budgetary sustainability remains under threat.
Context: support measures for business under shelling
In parallel with financial decisions regarding the army, the Cabinet of Ministers is developing a package of measures to support Ukrainian entrepreneurship and preserve production capacity amid the constant threat of shelling. In particular, the government plans to introduce a differentiated approach to alert systems: yellow and red danger levels will be introduced depending on the nature and degree of the threat. Enterprises will be allowed to continue operating during drone attacks, provided that workers are given shelter. A unified application based on the state “Diia” platform is being prepared, which will consolidate all notifications and instructions for businesses.
Decentralization of warehouses and 24/7 operation of regional military administrations
In addition to changes in air raid alert rules, the authorities are implementing steps for the rapid relocation and protection of warehouse facilities. As noted by the Office of the President, businesses in Ukraine will be helped to urgently move warehouses to safer regions. To this end, regional military administrations are switching to a 24/7 operating mode and establishing special working groups focused on the decentralization of warehouse stocks and the storage of products. These measures are designed to reduce the risk of losing material resources and ensure the continuity of supply chains even during localized shelling.
