The Ministry of Finance of Ukraine has published data on the number and remuneration levels of government authority employees for September 2026. According to information provided to RBC-Ukraine, the total actual number of government agency employees in September stood at 165.4 thousand people. Compared to the same period in 2025, this figure decreased by 1.2 thousand people.

Average remuneration level in central bodies

The average accrued salary of employees in central executive authorities in September 2026 was 63.88 thousand hryvnias. This is 4.8 thousand hryvnias more than a year earlier. The Ministry of Finance explained that the seasonal increase in the indicator is associated, in particular, with the vacation period and the payment of health allowances. The agency also disclosed the structure of accruals, which includes one-time payments, and published data on the average accrued judicial remuneration of judges in higher judicial bodies and the ranking of central-level government agencies by average salary indicators.

Context: how this relates to the labor market

For comparison, according to the State Statistics Service, the average salary in Ukraine in September 2026 was 33,153 hryvnias. Thus, the average level of accruals in central executive authorities is almost twice the nationwide figure. Separately, RBC-Ukraine noted that in the fall of 2026, the highest market salaries are offered not only in traditionally high-paying fields: construction, technical, and blue-collar professions entered the leaders. The highest median salary among the analyzed sectors was recorded in real estate at 40,358 hryvnias in September.

Plans to reduce the state apparatus

The publication of data on the number and compensation of civil servants comes at a time when the government is announcing its intention to make a large-scale reduction in the state apparatus. Prime Minister Serhiy Koretsky promised to reduce the number of deputy ministers and other top managers. Thus, the Ministry of Finance's figures for September 2026 become a baseline for assessing how changes in the power structure will affect the number and remuneration levels in the public sector in the future.
