Kyiv and Washington have officially cemented a new phase in defense cooperation. The parties have signed a bilateral Statement of Intent (SOI), paving the way for the export of Ukrainian unmanned systems to the United States. This agreement marks the first in history to establish a formal mechanism for transferring Ukrainian developments to the US military.
A New Format of Interaction
According to the publication’s correspondent in Washington, Alex Raoufoglou, the document was signed based on information from two sources. The agreement covers a wide range of equipment: aerial, maritime, and ground drones. US military personnel now have the right to request specific Ukrainian models to conduct tests and evaluate their combat characteristics.
The Goal is Evaluation, Not Combat Deployment
The key condition of the new agreement is the designated purpose of the equipment. Ukrainian drones will be supplied exclusively for testing and research. They are not intended for immediate operational use within the US Army. However, the results of these tests could become a decisive factor for future Pentagon defense procurements.
This step fits into the "Unmanned Dominance" strategy—a new US initiative aimed at expanding military capabilities through autonomous systems.
Prospects for Joint Production
Although the current document is a Statement of Intent rather than a production contract, officials view it as the foundation for more extensive cooperation. In the long term, this could lead to the organization of joint production of Ukrainian combat drones directly on US territory.
Examples of such cooperation already exist. An American manufacturer has begun producing Magura maritime drones, which were developed and successfully tested during combat operations in Ukraine. Additionally, the Ukrainian strike drone "Liutyi," which was transformed into a missile carrier, has already gained international recognition and was presented at an exhibition in England.
