The mobilization and contract service system in the Armed Forces of Ukraine is moving to a new level of digitalization. The Ministry of Defense has launched a feature that allows servicemen to sign new contracts without leaving their unit or manually filling out paper reports. The entire procedure is now available in the 'Army+' mobile application.

New Service in the App

In the 'Services' section, a 'Contracts' option has appeared. It is already available for active-duty members of the Armed Forces of Ukraine (AFU) and employees of the State Special Transport Service (GSTS). This solution aims to simplify administrative procedures and speed up the document processing process.

After filling out the form, the report is instantly sent for consideration to the selected military unit. The system automatically tracks the document status in the 'Reports' section, allowing the soldier to monitor the process without unnecessary calls or visits to the command.

Division into Contract Types

The application submission procedure depends on the type of agreement being concluded. Defense Minister Mykhailo Fedorov previously announced that as of June 15, three types of contracts with clear service terms are in effect in the country. In the app, the algorithm of action differs for different categories:

  • Standard procedure: For most types of contracts, it is not necessary to specify the Army ID of the immediate commander. The system automatically directs the document to the appropriate unit.
  • Special conditions: To conclude a 'Combat' or 'Basic' contract, the serviceman must manually enter the 9-digit Army ID number of their commander. After this, the report is sent to the Ministry of Defense Personnel Service.

What to do if the unit is not on the list?

Developers have anticipated a scenario where the required unit is missing from the list available for a specific contract type. In this case, the app issues a warning. The serviceman gets the opportunity to immediately submit a transfer request to a unit participating in the new contracts program through the same interface.

After submitting an application for a 'Combat' or 'Basic' contract, Personnel Service specialists will contact the serviceman to clarify details. This is followed by an invitation to review the terms and sign the documents directly.

Context of the Reform

The introduction of this digital tool takes place against the backdrop of massive changes in the personnel policy of the Ukrainian army. President Volodymyr Zelenskyy announced the start of phased demobilization in early May. The strategy is to strengthen the contract system so much that the discharge of previously mobilized citizens can begin already this year.
