Citizens of Ukraine residing outside the country now have the opportunity to obtain a tax code through a simplified procedure. As of July 30, this service has become available to anyone holding a valid identity document. This was announced by the Ministry of Foreign Affairs of Ukraine.
The introduction of the new procedure is the result of joint efforts by the Ministry of Foreign Affairs and the State Tax Service. Ukrainians can now register in the State Register of Individuals — Taxpayers and receive an electronic taxpayer card (RNOKPP) without the need to return to their homeland.
How the new system works
Earlier this year, a pilot version of the service was launched, allowing RNOKPP to be issued to children under 18 upon application by one of their parents. Now, the service is available to all Ukrainian citizens abroad.
Applications can be submitted in two ways:
- Online via the personal electronic cabinet in the "Consul" system — free of charge.
- Through a Ukrainian embassy or consulate — subject to a consular fee for automated data processing (40 USD or 37 EUR).

Why is RNOKPP needed?
RNOKPP serves as a link between various state registers. Possessing it grants access to an increasing number of digital government services, even from abroad. This is particularly important for those temporarily or permanently residing overseas but continuing to interact with Ukrainian authorities.

Recall that Ukrainians who have lost, had stolen, or damaged their international driving licenses can obtain new documents without retaking exams. Also, as of July 23, a new Ukrainian consulate began operations in Poznań (Poland), which will allow approximately 170,000 Ukrainians in the region to receive consular services without long-distance travel.
