From 21 September 2026, an updated curfew schedule has taken effect in Vinnytsia Oblast: the restrictions now run from 01:00 to 05:00, rather than from 00:00 as before. This was announced by Natalya Zabolotna, Head of the Vinnytsia Regional Military Administration, who noted that the corresponding amendments have been made to the Order on the introduction of the curfew in the region. As a result, the duration of the nighttime restrictions has been reduced from five to four hours.
Reasons for the schedule change
According to Zabolotna, the decision to move the start of the curfew from midnight to one o'clock in the morning was made in line with the actions of the Cabinet of Ministers of Ukraine to adapt the functioning of the state, business, and infrastructure to the new tactics of Russian air attacks. The Regional Military Administration's statement emphasised that all rules and restrictions in force during the curfew remain unchanged in scope — only the time interval of their application has been altered. Residents and visitors to Vinnytsia Oblast were urged to take the updated schedule into account when planning trips and nighttime travel.
Context: a state-level review of the approach
The changes in Vinnytsia Oblast are part of a broader process of reviewing approaches to nighttime restrictions across Ukraine. Earlier, President Volodymyr Zelenskyy stated the need to reconsider the approach to the curfew: in Kyiv, its duration will also be shortened, and the authorities of other cities were asked to assess the existing restrictions and, where necessary, adjust their time frames. The Cabinet of Ministers' recommendations on adapting to the new air-attack tactics have become a key argument for regional administrations when making the corresponding decisions.
Contradictory data
At the same time, a different trend is observed in neighbouring regions. In Sumy Oblast, for instance, the curfew has been extended: from 16 September 2026 it lasts an hour longer — from 00:00 to 05:00. This shows that there is no single standard for all oblasts, and each regional administration makes its decision taking into account the local operational situation. In some regions the restrictions are being eased, in others — tightened, creating for citizens and businesses a situation with diverging schedules depending on location.
What this means for residents and business
Shortening the curfew by one hour in Vinnytsia Oblast means that from 00:00 to 01:00 residents will be able to move freely around the city and the region without the restrictions that apply at night. For business, this opens up additional opportunities for logistics operations, transport work, and customer service in the early morning hours. Meanwhile, from 01:00 to 05:00 all previous restrictions — the ban on the movement of citizens, the operation of establishments, and the movement of vehicles without special permits — remain fully in force. The nighttime scene in the photographs, where armed law-enforcement officers patrol the streets, serves as a reminder that even under an eased schedule, monitoring compliance with the regime remains a priority for the authorities.
