Kyiv and the entire Ukraine are discussing the consequences of the tragedy in Vishneve, which occurred following a Russian strike on an ammunition depot. The investigation has already established that the storage facility was located in immediate proximity to residential buildings, which directly contradicts legislation and government decrees. Prosecutor General Ruslan Kravchenko confirmed that the officials who made the decisions regarding the placement could not have been unaware of the risks.

Detentions and dismissals in the defense sector

Investigative authorities have already carried out the first detentions. The General Director of the defense sector enterprise and his deputy have been detained under Article 615 of the Criminal Procedure Code of Ukraine. Both executives have been dismissed from their positions. They have been notified of suspicion under parts 2 and 3 of Article 367 of the Criminal Code — official negligence resulting in serious consequences and loss of life. Investigators have already submitted a request for detention without the possibility of bail.

Ruslan Kravchenko emphasized that these are only the initial procedural decisions. The main task of the investigation now is to reconstruct the full chain of decisions that led to the catastrophe. In particular, the version of possible intelligence influence from the Russian Federation and the leak of information regarding the ammunition storage location is being checked.

Scale of violations and consequences

The tragedy in Vishneve occurred on the night of July 6, when Russian forces struck an ammunition train of the "Ukrainian Defense Industry" enterprise. The rocket impact caused prolonged secondary detonations that lasted for hours. This is precisely what led to such massive destruction and a large number of casualties.

Placing objects with ammunition near civilian housing is prohibited by law and decisions of the General Staff of the Supreme Commander-in-Chief. However, at the enterprise, these requirements were ignored. Ammunition was stored for months without the necessary permits, just meters away from residential buildings.

Reaction of the country's leadership

President Volodymyr Zelenskyy ordered large-scale inspections in the defense industry following the strike. The Head of State warned enterprise executives of personal responsibility for such violations. Already on July 12, JSC "Ukrainian Defense Industry" announced the dismissal of the heads of two state enterprises. On July 14, the position was vacated by the General Director of "Ukroboronprom", Herman Smetanin. He did not specify the reasons for his resignation, but this decision became part of a wave of personnel changes in the industry.
