During a joint press conference with leaders of the Nordic countries and the Baltic states, Ukrainian President Volodymyr Zelensky clearly outlined Kyiv's position regarding the future peace process. The head of state declared that Europe cannot and must not take a neutral stance in negotiations with Russia, as Moscow is the aggressor.

Why Europe Cannot Be a Mediator

According to Zelensky, the status of a mediator implies neutrality, which is incompatible with supporting Ukraine. If European countries were to take on the role of mediators, it would jeopardize their ability to make tough decisions, specifically regarding the imposition and maintenance of sanctions against Russia.

"Europe must be present during any negotiations. Europe cannot be just a mediator because Europe is on our side," emphasized the Ukrainian leader. He called for honesty and openness with both partners and the Russian leadership: "Because he is the aggressor. Putin and Russia. Therefore, Europe has the power to stop him".

The E3 Format and the Role of the US

Regarding who exactly would represent the European side in possible negotiations, Zelensky left it to the discretion of his partners. However, he expressed a preference for the "E3" format — a grouping of the leaders of Germany, France, and the United Kingdom. The President believes this format looks more promising than previous models, such as the Minsk agreements.

"We do not need to repeat the Minsk agreements. I think that E3 is better than other formats that existed in the past," noted the head of state.

It was separately emphasized that Ukraine is interested in US participation in any negotiation process. Zelensky stated that future security guarantees must come from both Europe and Washington, and Kyiv would be happy to see the American team at the negotiating table.

The Main Condition: "Nothing About Us Without Us"

Despite the willingness to engage in dialogue, Zelensky set a strict boundary: Ukraine will not accept any decision made without its participation. He reminded everyone that the war is taking place on Ukrainian territory, and it is Kyiv that bears the main losses.

"No, we will not accept such negotiations without us... Therefore, nothing about us without us," the President concluded.

Who Can Conduct Dialogue with Putin

The European Union is already discussing candidates for the role of special representative for negotiations with Russia. Politico previously reported that the list of potential mediators included European Council President António Costa, Finnish President Alexander Stubb, former ECB President Mario Draghi, former Finnish President Sauli Niinistö, and former European Commission President Jean-Claude Juncker.

The candidacy of former German Chancellor Angela Merkel was also discussed, although she herself indicated that she does not consider herself suitable for this role. At the same time, Vladimir Putin's proposal to appoint former Chancellor Gerhard Schröder was rejected in Berlin and Brussels. EU Foreign Policy Chief Kaja Kallas directly called Schröder a "known lobbyist for Russian companies".
