Zelensky: Ukraine urgently needs $8–10 billion right now, plus another $20 billion for the army's immediate needs

At the "Ukraine – Nordic-Baltic Eight" summit held in Kyiv, Ukrainian President Volodymyr Zelensky publicly outlined the scale of the financial shortfall the country is facing. In his words, the funding issue is critical: the total need, which the head of state put at around 27 billion dollars, must be covered within a tight timeframe to prevent consequences in both civilian life and directly at the front. The statement was made in the context of discussing the immediate needs of the Defense Forces and the civil protection system.

Critical funding shortfall

Zelensky emphasized that the lack of funds represents a serious challenge that, in his assessment, is currently being kept in check. At the same time, he warned that allowing this shortfall to escalate is unacceptable: the consequences could affect both the everyday lives of citizens and the army's combat readiness. That is precisely why, according to the president, the authorities are working out various options for securing the necessary financing, considering several scenarios for funding the defense sector's budget.

Urgent tranches for January–February

Of the total need, Zelensky said that a sum of $8–10 billion is required right now — so that in January and February the Defense Forces have the necessary weapons and the civilian population receives protection from aerial attacks. "That's these 8–10 billion or so, and the 20 billion — that's urgent money, because it's needed for 4 months of this year. It's needed now," the president stressed, emphasizing the time horizon: the point is to cover the needs for four months of the current year.

Contradictory figures

The president's wording contains discrepancies in the figures that should be taken into account when interpreting the statement. In one place, he refers to 10 billion dollars for weapons procurement at the start of the year and another 20 billion for immediate needs, which adds up to about 30 billion. In another, the total need is stated as 27 billion dollars, with the urgent tranche assessed at 8–10 billion rather than exactly 10. Thus, several close but not identical figures (10 versus 8–10 billion; 27 versus 30 billion) appear side by side in the public statement, and the exact final amount is not unambiguously fixed.

Context: talks with the US and "Nord Stream 2"

Beyond the financial issue, Zelensky disclosed details of negotiations with US Special Envoy Steve Witkoff and Jared Kushner. According to him, as a result of these meetings, Ukraine and the US agreed on the key ideas for ending the war and drew up a list of realistic scenarios for concluding the fighting. Separately, the head of state stated that Ukraine has officially never been involved in the sabotage of "Nord Stream 2," noting that an investigation into the case is underway with witnesses and charges, and that the Ukrainian side remains open to clarifying all the circumstances.
