On October 4, 2026, Ukraine and Germany reached a new level of strategic partnership by signing a package of large-scale agreements totaling over 8 billion euros. Ukrainian President Volodymyr Zelenskyy described the visit of the German delegation, led by Chancellor Friedrich Merz, as historic and a turning point for bilateral relations.

A New Level of Partnership and 15 Agreements Signed

During the official meeting in Kyiv, the parties finalized agreements across a range of critically important areas. A total of 15 bilateral documents were signed, covering security, energy, infrastructure reconstruction, and industrial cooperation. Volodymyr Zelenskyy expressed sincere gratitude to the German leadership for their unwavering and powerful support of Ukraine.

According to the Head of State, the nature of interaction between the countries is transforming. It is no longer just about financial and humanitarian aid from Berlin, but also about deep technological integration. Ukraine shares its unique combat and engineering experience, places orders for defense products, and participates in joint production cycles.

Special attention during the negotiations was paid to the practical implementation of the signed contracts. Joint projects in the military-industrial complex and energy sector are designed to create thousands of new jobs both in Germany and in Ukraine. Despite the colossal volume of reached agreements and record funding, a number of sensitive issues remain on the agenda. In particular, the Ukrainian side continues its dialogue with German partners regarding the potential supply of Taurus long-range missiles.
