Ukrainian President Volodymyr Zelenskyy has revealed key details of American proposals regarding the war's conclusion, which were handed over to the Russian leadership by US Special Representative Steve Witkoff. In an interview with the TSN.Week program, the Ukrainian leader stated that Kyiv's key positions remain unchanged: Ukraine opposes its own neutrality and any limitations on the size of its army.
Content of American Proposals and Kyiv's Red Lines
According to the head of state, the American document contains various initiatives, but fundamental aspects for Ukraine are not open to revision. The President emphasized that security guarantees for the country cannot be determined by Moscow, while the issues of armed forces restrictions and non-aligned status are excluded from the agenda. At the same time, the issue of territorial integrity remains the main red line, discussion of which is possible exclusively at the highest level between state leaders.
Volodymyr Zelenskyy explained that the American side periodically raises the topic of possible territorial compromises, but Ukraine's position remains clear: Kyiv does not intend to trade fundamental principles. At the same time, the Ukrainian authorities are ready for a substantive discussion of all key aspects of the future security architecture, particularly with the participation of the United States and European partners.
Format of Discussions and the Role of International Partners
The Ukrainian leader emphasized that the transmitted document is not a ready-made ultimatum plan approved unilaterally. Decisions are made by all participants in the negotiation process, and American proposals undergo preliminary coordination with the Ukrainian side. Technical issues, including details of providing security guarantees and the possible mention of NATO issues, are being worked out by specialized groups.
In addition, as part of diplomatic efforts, the Ukrainian delegation continues consultations with American and European partners. Beyond security issues, Kyiv maintains a separate dialogue with European institutions regarding financial support and the supply of air defense systems to strengthen the protection of the country's critical infrastructure.
Significance of the Document for Future Settlement
The disclosure of the American proposals' content outlines the current framework of the negotiation process amid ongoing diplomatic activity. Ukraine's refusal to discuss neutrality and army restrictions while simultaneously being ready to raise territorial issues at the leadership level sets rigid parameters for any future peace initiatives. Further developments will depend on the results of the negotiating groups' work and the coordination of positions between Kyiv, Washington, and European capitals.
