Amid repeated ballistic strikes on Kyiv without advance warnings from partners and restrictions on the Starshield satellite package, Ukrainian President Volodymyr Zelenskyy held a substantive conversation with U.S. Secretary of State Marco Rubio. This was reported by RBC-Ukraine, citing Zelenskyy's Telegram message. Following the contact, the parties agreed to maintain communication channels and exchange up-to-date information.

Three Practical Issues

Zelenskyy listed three topics that, according to him, are of practical importance for Ukraine. "First are interceptors against ballistics, which are needed to protect lives. Second is early warning of Russian ballistic attacks, which is vital. Third is the situation around Starlink/Starshield, which needs to be restored," the head of state wrote. He thanked Rubio for his readiness to help and his "clear position."

Context: Attacks Without Warning

Tensions between Kyiv and Washington have escalated due to Ukraine's access to U.S. intelligence data, warnings about Russian ballistic attacks, and restrictions on the operation of Starlink satellite communications. On the evening of October 12, Russia attacked Kyiv with ballistic missiles, but Ukraine received no advance warning from partners regarding the launches. On October 13, the situation repeated: the capital was once again subjected to a ballistic attack without prior intelligence data.

Starshield Restrictions

On October 14, the operation of the Starshield military package was restricted in Ukraine: terminals lost connection at speeds exceeding 160 km/h. Presidential advisor Serhii Beskrestnov ("Flash") reported that this disrupted several important missions. Elon Musk, in turn, explained that Starshield restrictions are determined by the U.S. military, and the final decision rests with U.S. President Donald Trump.

Diplomacy Parallel to Defense

Zelenskyy emphasized that the discussion of defense needs is taking place in parallel with diplomatic efforts aimed at ending the war. "Of course, all this is against the background of our diplomatic efforts to end this terrible war and the constant killing of people," he noted. Following the conversation, Zelenskyy and Rubio agreed to connect again to exchange up-to-date information, and the president thanked the Secretary of State for the constructive contact.
