The Ukrainian General Staff confirmed the shutdown of the "LUKOIL-Nizhnevoltnefteorgsintez" refinery in Kstovo following the August 26 strike, and of the "NOVATEK-Ust-Luga" complex following the September 1 attack. According to Ukrainian military sources, both facilities supply the needs of the Russian armed forces.

GUR claims the Kstovo Lukoil refinery in Nizhny Novgorod region was halted after a strike: the AVT-6 unit was disabled. It is one of Russia's four largest refineries.

The NORSI refinery in Kostovo cannot promptly repair its KK-1/KK-2 catalytic cracking units and AVT-6 control systems: sanctions block Honeywell UOP and Axens parts, no domestic equivalents exist, and parallel imports take 12–18 months.

Ukrainian FP-1 drones simultaneously struck an oil refinery in Kstovo and the largest Wildberries warehouse in Kotovsk during the night. The attack hit Russia's fuel and logistics infrastructure.

On the night of August 26, drones attacked Kstovo in Nizhny Novgorod region: preliminary data indicates that the LUKOIL-Nizhnekamsknefteorgsintez refinery, with a capacity of about 17 million tons, was engulfed in flames. Local authorities have not yet commented on the situation.
