All Key Lukoil Refineries Halted: The Scale of Russia's Refining Crisis
By the end of August 2026, all three key Lukoil refineries in Europe — in Kstovo, Perm, and Volgograd — have been shut down following UAV strikes. A combined total of over 44 million tonnes of annual refining capacity has been taken out of service.
