Personnel changes have occurred at the military management level in Kyiv. Andrey Tkachev has been appointed as the Acting Head of the Kyiv City Military Administration (KMA). Information about the appointment was confirmed by a decree posted on the official website of the city authorities and reported by RBC-Ukraine.
Who is Andrey Tkachev?
The new head signed the relevant document on July 16. Prior to this appointment, Tkachev served as the First Deputy of the former head of the KMA, Timur Tkachenko. This personnel decision came against the backdrop of the resignation of the previous leadership: on July 16, Ukrainian President Volodymyr Zelenskyy dismissed Timur Tkachenko from the position of head of the administration.
Andrey Tkachev has significant experience in public administration and civil security. His career includes work in law enforcement and regulatory bodies:
- From 2015 to 2021, he was involved in police reform.
- He worked at the State Transport Security Service, where he headed the Department of State Control.
- In 2022, he voluntarily joined the ranks of the Defense Forces of Ukraine.
Context of changes in the regions
Tkachev's appointment was part of a broader wave of personnel changes. On July 16, new acting heads were also appointed in the Mykolaiv region. The previous heads of these regions received new positions in the Cabinet of Ministers of Ukraine.
During this same period, on July 20, the Cabinet of Ministers decided to appoint Major General Yevhen Khmara as the Acting Minister of Defense of Ukraine.
