The Cabinet of Ministers of Ukraine has approved a large-scale package of decisions aimed at a cardinal update of the vocational education system in the country. According to government leadership, the key goal of the reform is to train highly qualified specialists who are directly in demand in the modern labor market and capable of effectively responding to the challenges of a developing economy.
The essence of the reform and new training standards
The main innovation of the approved standard is the requirement that at least 40% of the entire educational program must be allocated exclusively to the practical training of students. Now, vocational college students will be able to receive up to three different professional qualifications during their studies, which will significantly increase their competitiveness. In addition, educational institutions themselves have received significantly more autonomy in forming their educational programs, and the learning process is now fully integrated with the European credit system.
Academic mobility and internships with employers
The decisions made by the government significantly expand academic mobility opportunities. Students have received the legal right to study and undergo industrial internships directly at the bases of key employers. This newly formed direct cooperation between colleges and the real sector of the economy is designed to shorten the distance between theory and actual work, ensuring a seamless transition of graduates into the workforce.
Financial incentives and international obligations
Starting in 2027, a fundamentally new funding formula for professional colleges will begin to operate in Ukraine. The volume of budget funds received by educational institutions will directly depend on their academic and practical indicators: the more efficiently the institution operates, the more funding it will be able to attract. This initiative also serves as one of the key indicators of Ukraine's successful cooperation with the World Bank.
