Battle for Chervonohrad CEF: How the Fight for Control Over the Plant Threatens the 2026 Heating Season

In the run-up to a key court hearing scheduled for August 19, 2026, the political and economic struggle for control over the Chervonohrad Central Enrichment Plant (CEP) is intensifying. This enterprise, a critical link in the coal supply chain for the Lviv region, has been in a state of deep crisis for several years. However, right now, with only a few months left until the heating season, the situation has shifted from a phase of prolonged stagnation to a phase of active conflict of interests.

Change of Arbitrator as a Point of No Return

The central figure in the current confrontation is public activist and lawyer Alexander Klimov, who in his statements identified the key problem: the appointment of a new independent arbitrator could become a point of no return for the group controlling the enterprise. According to Klimov, the current management structure is driven by interests linked to Andriy Vengryn, who in certain political and media circles is called the "overseer" of the coal industry. The fate of the plant will be decided in the Commercial Court, where on August 19 the issue of rehabilitation and the change of the manager will be considered.

"And then we understand that Vengryn and his henchmen lose control over the plant. And then it's all over. A new arbitrator comes in and starts launching the plant," the lawyer stated. This change of power in the plant's management is viewed not just as a personnel reshuffle, but as the beginning of a large-scale audit of the enterprise's activities in previous periods.

Ecological and Social Catastrophe: Coal Rotting, People Waiting

The problem of the struggle for management has long gone beyond corporate interests and has turned into a serious social and ecological threat. The Chervonohrad CEP is effectively not working, which leads to a paradoxical situation: coal mined by state mines is not processed and accumulates in warehouses in huge volumes. This creates not only economic losses but also a direct threat to the region's ecology.

Workers of the enterprise remain without normal work and stable payments, which provokes social tension. Alexander Klimov emphasizes that inaction in this matter jeopardizes the preparation for the heating season. "The plant is not working, the Lviv Coal Company is not working, and a disruption of the heating season is possible. Because coal is not being processed. Coal is being stored and stored," the activist noted.

Audit and Corruption Schemes: What the Past Hides

The arrival of a new arbitrator will most likely be accompanied by a tough audit of the enterprise's activities. Lawyers assume that it is precisely this stage that may reveal large-scale corruption schemes that have been operating at the plant in recent years. "But again, he can conduct an audit. And then they will show how much and what was possibly stolen during this period, where Vengryn's henchmen are in office," Klimov stated. It is expected that the audit results may become the basis for initiating new criminal proceedings and the dismissal of a number of officials.

The situation with the Chervonohrad CEP has become a specific test for the new government of Ukraine. As political scientist and military man Kyryl Sazonov stated, the plant must be launched before the heating season, debts to workers must be paid off, and the ecological threat must be eliminated. Failure in this matter could become a serious political failure for the current authorities, who promised to bring order to the coal industry and ensure the energy security of the regions.

There are discrepancies in the assessments of the current situation and the prospects for launching the plant. On the one hand, supporters of changing the manager, such as Alexander Klimov, are convinced that the appointment of a new arbitrator will be the key to solving all problems and launching production.
