Preferential Lending for Working Capital

The Government of Ukraine, together with the National Security and Defense Council (NSCU), is developing, at the President's instruction, a preferential lending program aimed at replenishing the working capital of enterprises. This was announced by Ukrainian Prime Minister Serhiy Koretskyi, reporting on a package of urgent measures against the backdrop of, in his words, the rapid growth of "Russian terror" against Ukrainian business and civilian infrastructure. According to RBC-Ukraine, the loans are worth up to 1 billion hryvnias and are intended to help companies ensure an uninterrupted supply of the population with food, medicines, and other essential goods.

Priority Leasing of State Property

In parallel with credit support for entrepreneurs, access to state assets is set to be simplified: business will receive the right of first refusal to lease property that the State Property Fund puts up for auction. The Cabinet of Ministers explains this decision as a practical necessity — after each enemy strike on workshops, warehouses, or offices, companies have to find new premises and resume operations within tight deadlines, and competitive procedures only slow this process down.

Three Months for Shelters and New Alert Rules

The government also adopted recommendations on differentiated alerting so that prolonged air-raid alerts do not halt the delivery of goods to people. As Koretskyi emphasized, if business stops at every siren, the country will lose jobs, tax revenues, and the ability to provide citizens with necessities. At the same time, the recommendations retain a mandatory safety component: all enterprises have been given three months to set up shelters or safe spaces at service locations.

Contradictory Data

There is a discrepancy in the wording of the measures on access to state property. The Prime Minister's statement emphasizes that business is given the right of first refusal to lease property that the State Property Fund puts up for auction, i.e., the issue is priority within competitive procedures. At the same time, specialized publications describe the initiative as leasing of state and municipal property without auction. Thus, one version points to a priority right during auctions, the other — to bypassing competitive bidding; the final legal mechanics will be set out in the text of the relevant Cabinet of Ministers decision.

Energy Independence and an Extended Meeting

The development of the measures was discussed in detail at an extended meeting attended by major retailers, representatives of the President's Office, the Antimonopoly Committee of Ukraine (AMCU), the State Customs Service, and the State Property Fund. Against the backdrop of daily massive attacks on warehouses, supermarkets, ports, and transport infrastructure, the authorities are urgently preparing a package of economic support measures: round-the-clock assistance, decentralization of warehouses, simplification of tax control, and new safety rules. In parallel, companies are looking for ways to ensure their own energy independence — in particular, D.Solutions has offered business four financing models for energy solutions to install solar power plants, energy storage systems, and backup power without a lump-sum payment of the full project cost.
