The Cabinet of Ministers of Ukraine has made a strategic decision to maintain current electricity tariffs for household consumers throughout the entire 2026/27 heating season. This measure is aimed at providing social support to citizens amid the ongoing wartime conditions and difficult economic situation in the country. The cost of electricity will remain unchanged for all categories of the population, including owners of private houses with electric heating, which will help reduce the financial burden on households during the cold period.
Government decision and extension of the PSO mechanism
According to Prime Minister of Ukraine Serhiy Koretsky, maintaining preferential tariffs is driven by the need to support Ukrainians during the heating period. Official confirmation also came from Energy Minister Denys Shmyhal, who noted that the government, upon the ministry's submission, extended the special obligation (PSO) mechanism in the electricity market. Thanks to this, the baseline tariff for the population is fixed at 4.32 UAH per kWh.
Privileged categories and long-term plans of the Cabinet
For certain categories of consumers living in houses without access to gasification or centralized heating, a preferential price of 2.64 UAH per kWh will remain in effect. The Prime Minister also emphasized that in the future, the government intends to reform the tariff-setting system, moving to a fairer targeted support system for citizens who genuinely need state assistance.
Contradictory data
While officials report the freeze on baseline electricity tariffs for the population, the expert community and certain analytical reports in the media point to the persistence of serious systemic risks in the energy sector. In particular, the long-term financial stability of the energy market remains a subject of discussion amid constant infrastructure loads and generation shortages, which may necessitate additional budget subsidies or adjustments to consumer support approaches in the future.
