The Cabinet of Ministers of Ukraine plans to adopt updated rules for the reservation of liable-for-military-service employees by the end of the week, according to Dmytro Kysylevskyi, Deputy Chairman of the Verkhovna Rada Committee on Economic Development. Following a meeting featuring Minister of Economy and Environment Oleksandr Kravchenko, key amendments to the draft resolution that the government intends to approve in the coming days became known.
Changes to the Draft Resolution and the Committee's Stance
According to Dmytro Kysylevskyi, as of today, a controversial provision regarding the exclusion of employees who already have a mobilization deferral when calculating the total reservation quota has been removed from the draft resolution text. The MP noted that discussions on revising quotas for certain economic sectors have not yet been finalized, and the Ministry of Economy does not expect radical changes to the criteria by which the agency reserves employees of critical institutions.
Earlier, the government had already adopted a resolution on organizing the reservation of liable-for-military-service personnel, but the procedure for finalizing percentage indicators was extended for another five days. Amid discussions, the defense sector opposed reducing the quota for the defense-industrial complex from 100% to 85%, considering that military-industrial complex employees account for no more than 10% of the total number of reserved citizens.
Creation of the Coordination Center and Its Powers
An important innovation of the updated document will be the creation of a Coordination Center for the organization of military-service reservation. This structure will function as an advisory body under the Cabinet of Ministers of Ukraine and will verify the validity of the criteria used by central executive authorities and local administrations.
As Dmytro Kysylevskyi emphasized, the Coordination Center will receive the right exclusively to recommend the revision of established reservation criteria. Final decisions on this issue will be made by specialized ministries, departments, and local administrations within their powers.
Reaction and Calls for Balanced Assessments
Against the backdrop of active discussion of potential innovations, Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets urged the public not to rush to conclusions regarding changes in the reservation and deferral system. The Ombudsman recalled that at this stage, we are talking exclusively about government initiatives being developed and discussed, rather than a finally adopted law.
The need to revise reservation rules previously arose due to identified abuses, but the authorities emphasize that cardinal and destructive changes to the work of critical state institutions and enterprises are not planned.
Significance and Further Steps of the Government
The adoption of the updated Cabinet of Ministers resolution by the end of the week should streamline the employee reservation system and eliminate existing legal conflicts. Balancing the interests of the defense sector, the economy, and mobilization needs will maintain the uninterrupted operation of critical infrastructure. Following the official publication of the document, the final quota parameters and control mechanisms of the newly created Coordination Center will become known.
