The Cabinet of Ministers of Ukraine has finalized changes to the reservation system for liable military service workers, updating limit thresholds, initiating a review of criticality criteria, and establishing a new Coordination Center. The updated regulations aim to streamline the process, set clear requirements for businesses, and eliminate potential abuses.

New Reservation Limits for Strategic Sectors

The maximum reservation threshold for defense-industrial complex and fuel-and-energy sector enterprises has been set at up to 95% of liable workers, replacing unconditional 100% quotas. The government and the Ministry of Defense explain that lowering the limits primarily affects support and administrative staff. Meanwhile, critical personnel directly involved in weapon manufacturing or defense contract fulfillment remain fully protected. If exceeding the threshold is necessary for uninterrupted operations, companies can submit a reasoned appeal.

Review of Enterprise Criticality Criteria

Sectors such as defense, energy, communications, logistics, and utilities retain their critical status. However, sectoral and regional criteria will be thoroughly audited for potential abuses. Central executive bodies and regional military administrations are instructed to review existing standards within ten days of the rules taking effect. The government emphasizes that this process will not cause automatic status cancellations for compliant companies.

Establishment of the Coordination Center and New Mechanisms

A temporary advisory body, the Coordination Center for Reservation Organization, has been formed under the Cabinet, chaired by the Deputy Ministers of Economy and Environment and Defense. The center's responsibilities include coordinating criticality criteria, reviewing appeals regarding status grants or cancellations, and processing requests to increase quotas. The standard review timeframe is up to one month, dropping to seven working days for urgent cases.

Significance of the Reform and Mobilization Reserve Prospects

The updated system aims to balance frontline personnel needs with preserving the operational capacity of rear-guard enterprises. By December 1, the Ministry of Defense and Ministry of Economy, together with businesses, must develop a transparent mechanism for 100% reservation tied to regular voluntary deployment of a portion of staff to military service while preserving jobs and salaries. These measures are designed to ensure transparency and prevent abuse.
