August 13, 2026. The situation in the Chernihiv region has sharply deteriorated. According to the Main Directorate of the National Police in the region, since the beginning of August, Russian occupiers have carried out 84 shelling attacks. Head of the Main Directorate of the National Police, Volodymyr Tymoshko, warned that the intensity of attacks will only increase, with the enemy's goal being to create short-term blackouts in the transport and food sectors.

Scaling up attacks and new enemy tactics

In an interview with Suspilne Studio, Volodymyr Tymoshko stated that the enemy is scaling up strikes against civilian infrastructure. The main goal of the attacks is to destabilize life support systems: "They are trying to create, so to speak, short-term blackouts in the transport sector, in food supplies, and in nutrition." Police forecasts indicate that the intensity of shelling will increase, leading to a deterioration of the security situation.

New types of weapons pose a particular danger. Since August 1, 2026, occupiers have begun attacking the region with so-called "Banderols" — hybrids of cruise missiles and drones. Specifically, hits have been recorded in Pryluky and Chernihiv. Tymoshko noted that these missiles fly almost silently, creating colossal difficulties for air defense and the population: "There are cases where we do not see the missile's trajectory, but only see it at the moment of impact."

Casualties among the civilian population

Increased aggression has led to casualties. From August 1 to 13, 10 civilians were injured as a result of shelling, including one child. The police report that the security situation is worsening and urge residents to remain extremely vigilant. During air raid alerts, citizens are strongly advised not to be on the streets or in crowded places.

Evacuation issues and residents' refusals

Since July 1, mandatory evacuation has been in effect for residents of border territories in the Chernihiv region. However, despite the threats, about 30% of the population (residents of 12 border villages) have refused to leave their homes. A total of more than 400 refusals were submitted. Volodymyr Tymoshko emphasized that refusing evacuation does not deprive a person of the right to assistance: "If a person writes a refusal, it does not mean that if they call 102 tomorrow or the day after tomorrow and ask to be evacuated, we will not do it."

Special attention is paid to the safety of children. According to the police officer, if one of the parents has written a refusal to evacuate a child, in the event of a direct threat to life, the child may be removed forcibly. At present, there have been no such cases in the Chernihiv region, but the practice may change if the shelling situation worsens.

Preparing for the heating season in wartime conditions

Despite constant shelling, the region is preparing for the upcoming heating season. However, residents must be prepared for the most difficult developments. In December 2025, the Chernihiv region already faced a systemic failure, as a result of which the region was almost completely left without electricity. Authorities now warn that new attacks could lead to a repetition of similar scenarios, especially given the enemy's use of reactive drones.
