The Council of the European Union has approved significant changes to the financial assistance mechanism for Ukraine — the Ukraine Facility — as well as to the associated "Ukraine Plan." The updated documentation defines new conditions under which Kyiv will receive funding and introduces strict requirements for the implementation of domestic reforms.
A key change is the inclusion of an additional funding volume of €8.3 billion, which will be allocated in 2026. These funds will be provided through the special Ukraine Support Loan mechanism, which was agreed upon by the European Parliament and the Council of the EU back in February 2026. Thus, Brussels is cementing its long-term commitments to Ukraine, adapting them to current realities.
Adaptation to war conditions
The official document acknowledges that some of the initial reform stages were not completed within the set deadlines due to objective circumstances caused by the war. In this regard, the updated plan revises 34 out of 146 active stages of the program. In particular, the deadlines for 12 reforms requiring more time for implementation have been postponed. The total number of indicators in the "Ukraine Plan" has increased from 146 to 173 items.
The document adds 27 new quantitative and qualitative indicators. Ten of them are directly related to the need to adopt new laws. The update also implies the replacement or modification of a number of investment projects to ensure they align with wartime conditions.
Priorities: rule of law and integration
To receive further payments, Ukraine must fulfill additional obligations. Special emphasis in the new requirements is placed on strengthening the rule of law and fighting corruption. Without meeting these conditions, access to funding will be restricted.
Key areas of reform include:
- Measures necessary for Ukraine's accession to the European Union;
- Transformation of the energy sector;
- Further integration of the country into the EU single market.
The Ukraine Facility program, launched in 2024, provides support of up to €50 billion in the form of grants and loans. The funds are intended for the recovery, reconstruction, and modernization of Ukraine's economy for the period from 2024 to 2027. The main goal of the program is to ensure sustainable development, the "green transition," and digital transformation.
Latest funding tranches
Against the backdrop of discussions on the updated plan, the European Union continues active financial support. At the end of May, the Council of the EU approved the allocation of almost €2.8 billion under the Ukraine Facility program. In June, Ukraine already received the seventh tranche of the same amount. Additionally, in the same month, Kyiv received another €3.8 billion, which will be directed to finance the army and the defense sector.
