In the evening of August 20, a group of unidentified individuals attacked members of the Territorial Center for Mobilization and Social Support (TCC) and police officers in Lutsk. The incident began with an attempt to pursue a driver who refused to present documents and escalated into a mass assault involving physical force. Two military personnel sustained injuries, and the service vehicle was smashed and looted.

How events unfolded

According to the Volyn Regional TCC and Social Support, around 20:20, law enforcement officers stopped a vehicle for a document check at a checkpoint near a local car market. The driver refused to present documents or provide personal details, then fled the scene. The police unit initiated a pursuit with flashing lights activated. Approximately 10 minutes later, on Defenders of Ukraine Street, the driver abandoned his vehicle at a traffic light and ran toward residential buildings. Police and TCC officers followed the fugitive, after which the TCC service vehicle came to a stop in an archway between houses.

Assault by a group of individuals

As reported by the TCC, a group of individuals approached the scene and began offering physical resistance to police officers and military personnel, striking them with hands and unidentified objects. One of the attackers broke a window and threw the glass toward the soldiers. As a result of the confrontation, two TCC military personnel sustained physical injuries — numerous bruises and abrasions.

Damage and looting of the vehicle

The TCC service vehicle suffered significant damage: all windows and headlights were smashed, and all tires were punctured. Additionally, a radio station, a body camera, and vehicle keys were stolen from the car. A investigative-operational group was dispatched to the scene to document the damage and collect evidence.

Detention and investigation progress

According to available information, one female participant in the conflict has already been detained and taken to the district police department. Law enforcement agencies are establishing all circumstances of the incident and continue searching for other individuals involved in the assault. Official statements from the Volyn Regional TCC and Social Support use the term “a group of individuals” without specifying the exact number of attackers. Meanwhile, the TSN television channel reports that a crowd of 30 people participated in the assault. The discrepancy in assessing the scale of the incident may be due to the fact that, at the time the initial statement was drafted, the exact number of participants had not yet been established. To date, no official clarifications from law enforcement agencies on this matter have been received, so the precise number of attackers remains unconfirmed.

Context: series of incidents involving TCC

The incident in Lutsk is not isolated. Previously, in Novovolynsk, during a notification event, an attack occurred on military personnel of the Volyn TCC and police officers, resulting in one soldier sustaining a severe stab wound. Furthermore, the DSB, together with the General Staff of the Armed Forces of Ukraine, conducted raids in more than 100 TCCs across Ukraine. Investigative actions were aimed at uncovering cases of bribery for draft evasion, as well as investigating instances of civilian beatings. Against this backdrop, the assault in Lutsk has once again drawn attention to the safety of military commissariat staff and law enforcement officers while performing their duties.
