An electronic military record document (e-VUD) has been introduced in the 'Army+' app. Military personnel can now confirm their status via smartphone — without a paper military ID or officer's certificate. This was reported by RBK-Ukraine citing the press service of the Ministry of Digital Transformation.
How the e-VUD works
The official document is generated automatically after logging into the app. The system pulls current data directly from the Military Personnel Registry and the 'Impulse' personnel accounting system. No additional paperwork is required — simply log in, and the digital document will appear on the screen.
The electronic VUD holds the same legal weight as a paper military ID or officer's certificate. It is valid everywhere: at checkpoints, in Territorial Recruitment Centers (TRC), and during status checks.
QR code and anti-counterfeit protection
To verify authenticity, a unique QR code is generated on the back of the digital card. The code is valid for only three minutes, providing reliable protection against copying and forgery. Screenshots are impossible: the system blocks this feature to prevent unauthorized use of the data.
Verification is simple: just scan the QR code using the scanner within the 'Army+' app.
Who already has access
According to the Ministry of Digital Transformation, the registry already contains data for about 70% of military personnel. If you do not have a digital card, the information in the registries is likely incomplete. In this case, you must contact specialists to update your data in the 'Impulse' system. Afterward, the app will automatically generate the document.
Internet and offline mode
Initially, the electronic document is available only with an internet connection. However, the next step will be the ability to generate an extract from the document that works offline — directly on the phone.
What's next: new services
The digital format reduces the workload for HR departments and helps commanders make decisions faster. Most importantly, it paves the way for new services in 'Army+'. For example, later there will be an option to order certificates (such as Form 5) without gathering paperwork or visiting the admin office.
App history
The 'Army+' app was developed by military personnel from the Center for Scaling Technological Solutions under the General Staff of the Armed Forces of Ukraine, in cooperation with the Ministry of Defense of Ukraine. The official launch took place in early August 2024. At that time, the polling functionality was introduced. Later, the 'Plus' bonus program for military personnel was launched.
In June 2025, a multi-signature service for reports was launched in the app — now commanders can process dozens of requests simultaneously.
Personal data in 'Army+' is pulled from several registries. Data entered by the user themselves (for example, when filling out electronic reports) is stored on their phone in encrypted form — the app does not accumulate it.
