In 2026, the state support system for people with disabilities in Ukraine includes several independent areas: pension payments, state social assistance, targeted supplements, and a package of non-monetary benefits — ranging from prosthesis compensation to discounts on prescription drugs. The amount and procedure for receiving each of these measures depend on the disability group, length of insurance coverage, age, status (employed/unemployed), and a number of other circumstances. Systematic organization of norms enshrined in legislation and clarifications from the Pension Fund of Ukraine and the Ministry of Social Policy helps to clarify what exactly a specific person is entitled to and where to apply for registration.
Disability pension: conditions of appointment and calculation procedure
A disability pension is granted to those who have been assigned a corresponding disability group and have the required insurance record. According to information from the Pension Fund of Ukraine, the required record varies from one to 15 years depending on the person's age and the assigned group. The pension amount is determined as a percentage of the calculated old-age pension: 100% for Group I, 90% for Group II, and 50% for Group III. By way of illustration: if the calculated old-age pension is 8,000 hryvnias, the disability pension will be 8,000 hryvnias (Group I), 7,200 hryvnias (Group II), or 4,000 hryvnias (Group III). At the same time, the actual amount may differ due to minimum guarantees, supplements, indexation, and other payments provided for by legislation.
Minimum guarantees and state social assistance
The Ministry of Social Policy has established minimum disability pension payments for 2026: 6,053 hryvnias for unemployed people with Group II and III disabilities and 3,363 hryvnias for those employed. These amounts are a lower threshold, not a uniform pension amount for everyone. If a person does not have the necessary insurance record, they may be eligible for state social assistance. According to the Pension Fund's clarification dated October 26, 2026, the calculation is based on the subsistence minimum for those who have lost their ability to work, which has been 2,595 hryvnias since January 1, 2026. For people with Group II disabilities, the amount of such assistance, according to the Pension Fund, is 2,076 hryvnias per month. Legislation also provides for monthly targeted assistance if the total payment does not reach the subsistence minimum, so the actual amount may be higher than the base calculated amount if the person is eligible for the supplement.
Disability from childhood and assistance to children
A separate support program is in place for people whose disability was established from childhood. In 2026, the total amount of payments under this program ranges from 2,595 to approximately 8,842 hryvnias per month, depending on the group and the right to a care allowance. Higher payments are provided for Group I depending on the subgroup (A or B) and the established need for care; for Groups II and III, the main amounts are determined separately, and legislative supplements may increase the final payment. It is important to consider that disability from childhood and disability established in adulthood are different legal categories with their own appointment conditions. Parents or legal representatives of children with disabilities under 18 can also apply for state social assistance according to special calculation rules. Separate conditions for increasing assistance are provided for children whose disability is related to injury or health damage as a result of explosive devices.
Non-monetary benefits: medicines, prosthetics, transport
In addition to cash payments, the status of a person with a disability opens access to a package of non-monetary benefits. Prescription drugs can be purchased for half the price, and citizens with minimum income receive them for free. The state fully or partially compensates for the cost of prostheses, wheelchairs, and hearing aids. Transport benefits and other social support measures enshrined in relevant legislation also apply. The specific set of benefits depends on the disability group and individual circumstances, so when registering, it is recommended to contact territorial bodies of the Pension Fund or the Ministry of Social Policy to clarify the list of available measures.
Where to apply and what to prepare
To apply for a disability pension or state social assistance, you need to contact the territorial body of the Pension Fund of Ukraine at your place of residence or stay. The basic package of documents includes: an application, passport, certificate of residence registration, a document confirming the disability group (MSEK report), as well as information about insurance record and existing income. When applying for assistance for children with disabilities, documents confirming kinship or the authority of the legal representative are additionally required. Clarifications and current application forms are published on the official website of the Pension Fund of Ukraine; the last major clarification on the calculation procedure for social payments is dated October 26, 2026.
