Done has officially announced its partnership with the authoritative Customs Index 2025 study, traditionally conducted by the European Business Association (EBA). This project plays a key role in assessing the real experience of Ukrainian companies interacting with state customs authorities, while clearly identifying the main barriers and challenges for the stable development of international trade in current economic realities.
Indicator Dynamics and Decline in the Integral Score
According to the study results, the integral assessment of customs operations for 2025 stood at 3.24 points out of a possible 5, demonstrating a moderate decline compared to 3.40 points in 2024. It is important to note that all three core components of the index also showed negative dynamics. The index itself is formed based on direct opinions of survey participants, where 3 points serves as a strictly neutral boundary.
Main Barriers: Delays and Value Adjustments
The survey, which involved 50 specialized customs experts from EBA member companies between April 16 and May 5, 2026, revealed serious operational business difficulties. Specifically, 47% of respondents faced unexplained delays without clearly defined reasons, compared to 34% a year earlier. Furthermore, 54% of surveyed companies reported problems with customs value adjustments, and 40% encountered forced product reclassification.
Contradictory Data
Despite the general trend toward worsening key performance indicators and growing administrative barriers, the EBA analytical report also records positive shifts in certain operational segments. For instance, statistics point to a noticeable decrease in the frequency of additional controls and physical cargo inspections at the border. Nevertheless, the overall business need to minimize the human factor and implement transparent digital services through the Single Window system remains extremely high.
