On Sunday, November 8, emergency power outages were implemented in Kyiv, the Kyiv region, and Dnipro. These restrictions were applied by command of Ukrenergo and operate outside of the usual regimes: as energy experts clarify, hourly restriction schedules are not in effect during emergency outages. This means that consumers cannot rely on the previously published timetable, and the timing and duration of outages may differ from expectations.

Why regular schedules are not working

Energy officials explain that an emergency mode is introduced when grid load or equipment damage makes it impossible to adhere to planned rotation queues. In such cases, outages can occur without a pre-published schedule, and their duration is not forecast in advance. DTEK noted that they will report on changes in the situation via their official channels and urged residents of Kyiv, the Kyiv region, and Dnipro to monitor updates from energy authorities.

Night attack on Dnipropetrovsk region power facilities

According to the report, a night attack on November 8 on power facilities in the Dnipropetrovsk region left more than 600,000 consumers without electricity across five districts and the city of Dnipro. Hospitals and critical infrastructure facilities switched to backup power. According to reports, Russian forces continue to strike Ukraine's energy infrastructure, which has necessitated the implementation of emergency outages.

Strike on critical infrastructure in Kharkiv region

In addition to the Dnipropetrovsk region, a Russian drone struck a critical infrastructure facility in the Kharkiv region. As a result, approximately 250,000 subscribers were left without electricity. Energy workers are working to repair the damage, though the timeline for restoration is currently unknown.

Hourly outages in other regions

Due to the consequences of Russian attacks on November 8, hourly outages were introduced in parts of Ukraine. For the general public, restrictions involved 1.5 to 4 queues, while capacity restriction schedules were applied to industry. Thus, alongside the emergency mode, planned but intensified consumption restriction regimes remain in place in specific regions.

Recommendations for consumers

Residents of Kyiv, the Kyiv region, and Dnipro are advised to follow updates from energy officials and not to rely on previously published hourly outage schedules, which are not in effect under emergency conditions. Operators promise to publish current information regarding the restoration of power supply on their official channels.
