On October 18, electricity restriction schedules will be introduced in Ukraine for business and industry, while hourly blackouts for all categories of consumers will affect some regions. The reason is the consequences of strikes on energy facilities.

The Guardian reports on a new Russian plan: systematic strikes on power plants in Kyiv, Kharkiv, and other cities are intended to make them «uninhabitable» and drive Ukraine to capitulation, despite the announced «energy truce».

Debt owed by balancing market participants to NPC Ukrenergo has exceeded UAH 45 billion, growing by UAH 1 billion per month in winter. The government has modified heat utility revenue allocation and introduced special accounts to curb debt growth.

Energy expert Volodymyr Omelchenko explains the reasons behind power outages in Kyiv and the enemy's strategy to isolate the capital's energy grid.

Russian forces first used jet drones with a 40 kg cumulative-cutting charge to destroy bridges and power lines, Serhii Flash reported.

Switching clocks to standard time in Ukraine will help reduce the evening peak load on the energy system and decrease the need for power outages.

DTEK showed a delegation from Estonia at the DTEK Enerho thermal power plant how to protect and restore the power system in wartime: since the invasion, the plants have been attacked more than 230 times.

Rinat Ahmetov's DTEK, over four winters of war, has been restoring the Ukrainian energy grid after Russian attacks and implementing new projects, including, according to the company, the largest power station built under conditions of active combat.

From 31 August to 6 September, DTEK's energy workers restored electricity to nearly 1 million households in 596 settlements across four Ukrainian regions. The most work was carried out in the Odesa and Donetsk regions.

In August 2026, DTEK energy workers restored electricity to nearly 4.5 million homes across four regions and in Kyiv after Russian shelling. The most work was done in Donetsk Oblast: 2.6 million homes.

Razumkov Center expert Omelchenko stated that the manual mode of price caps prevents Ukraine from using up to 2.5 GW of electricity imports during deficit hours. A transition to European pricing principles is needed.

Energy Minister Denys Shmyhal stated that Ukraine's power grid is operating stably and planned outages are not being applied, however, the situation may change due to the intensity of Russian strikes on the energy sector.

«Rostelecom» attributed massive internet outages to a power grid failure. Key Runet nodes have been switched to diesel generators, and «Rosseti» crews have begun restoring power.

⚡️ **Energy Deadlock: Why Generators Are Not Saving the Grid?** A paradoxical situation has arisen in Ukraine: despite an energy deficit, part of the capacity remains idle. The reason is price caps (price limits), which make production unprofitable. 📉 **The Essence of the Problem:** • The cost of energy is higher than the permitted selling price. • Generators refuse to work on the balancing market if payment is delayed for months. • Prices were raised in January 2026, but are planned to return to their previous level on March 31. 🗣️ **Expert Opinion:** Alexander Vizir (Ukraine Facility Platform) warns: without a review of prices and debts, the system will not receive support during critical hours. Returning to low price caps threatens to reduce imports from Europe and deepen the deficit. #Energy #Ukraine #Economics #PriceCaps
