The European Union has taken a significant step in supporting Kyiv by officially approving the United Kingdom's participation in a large-scale credit program. The EU Council decision, adopted on July 22, opens access to financial resources to cover Ukraine's most urgent needs in 2026 and 2027.
Scale of financial assistance
According to information provided by the EU Council, the UK is joining a group of donor countries forming a credit package totaling 90 billion euros. These funds are intended to ensure Ukraine's resilience amidst ongoing Russian aggression. The approval became possible after a corresponding agreement was signed between the EU and London on July 13.
The decision will enter into force on the day of its publication in the Official Journal of the EU. It is expected that the final approval of the UK's participation will take place in the coming days via a written procedure.
New opportunities for arms procurement
A key aspect of this decision is the expansion of Kyiv's capabilities in the field of military supply. The UK's participation in the loan will allow Ukraine to purchase products from British defense industry manufacturers. This is an addition to the existing frameworks for EU and EEA countries, as well as other approved third countries.
Thus, the pool of suppliers of weapons and military equipment available to Kyiv is significantly expanded, which is critical for maintaining defense capabilities.
Ireland's position and summit context
Ireland's Minister for Foreign Affairs and Trade, Helen McEntee, whose country is currently holding the EU Presidency, emphasized that solidarity with Ukraine remains a key priority. According to her, today's decision reflects the joint commitment of the EU and the UK to support Kyiv for as long as it takes to end the illegal war and ensure a just peace.
The decision was agreed upon by EU leaders following the European Council summit in Brussels. The bloc intends not only to continue financial assistance but also to increase pressure on Russia. A reminder of the process dynamics: on June 25, Ukraine received the first 3.2 billion euros under this same 90 billion euro credit mechanism.
Conditions for participation
The inclusion of the UK in the program became possible thanks to the country meeting three necessary conditions, confirming London's readiness for full cooperation within this financial initiative.
