On Wednesday, November 4, the cash market in Ukraine recorded a change in the rates of major foreign currencies: the dollar and the euro increased in price in most commercial banks and exchange offices. According to the Minfin portal, as of the morning of November 4, the average dollar exchange rate in exchangers was 46.40 UAH for buying and 46.01 UAH for selling. The euro in exchangers today could be bought on average for 52 UAH and sold for 51.50 UAH. Thus, the cash segment continues to trade in the upper part of the range established by the regulator after the recent rate adjustment.

Official NBU Rate and Interbank Background

The National Bank of Ukraine set the official rate for November 4 at 45.67 UAH per dollar and 51.06 UAH per euro. These values form a benchmark for the interbank market and bank cash desks. As analysts note, at the end of October, the NBU carried out a predictable controlled devaluation of the hryvnia, as a result of which the national currency rate moved into a new, higher range of 45.5–46 UAH per dollar. The regulator supports the rate at these levels through currency interventions and continues to control the situation on the interbank market, which limits volatility and prevents quotes from deviating sharply from the given corridor.

Cash Market: Exchange Offices

In the exchange office segment, the dollar and euro trade with a noticeable premium over bank quotes. The average purchase rate of the dollar in exchangers is 46.40 UAH, and the selling rate is 46.01 UAH; for the euro, it is about 52 UAH for purchase and 51.50 UAH for sale. The difference between buying and selling rates (the spread) remains significant, which is typical for the cash market and means that the most unfavorable conditions for the client arise precisely during quick currency resales. For those planning large operations, experts traditionally recommend comparing quotes from several points, as spreads can vary even within the same city.

Banking Segment: Average Quotes

In banks, the average dollar purchase rate is 46.23 UAH, and currency can be sold at 45.47 UAH. For the euro, the average purchase price in banks is 51.77 UAH, and the selling price is 50.83 UAH. It is evident that the banking segment trades slightly lower than the exchange rate for purchase, but at the same time, the spread between purchase and sale in banks is wider, making them less attractive for frequent small operations, yet more convenient for cashless payments and card purchases.

Dynamics in Major Banks

At PrivatBank, dollars at cash desks are sold at 46.10 UAH (+11 kop.), for cards — 46.08 UAH (+23 kop.); euros at branches — 51.70 UAH (+20 kop.), by card — 51.81 UAH (+27 kop.). At Oschadbank via the app, the dollar is sold at 46.10 UAH (−5 kop.), by card — 46.25 UAH (+5 kop.); the euro via the app — 51.75 UAH (−10 kop.), by card — 51.85 UAH (unchanged). PUMB sells dollars at cash desks and by card at 46.20 UAH (+10 kop.), euros at branches — 51.70 UAH (unchanged). Monobank offers the dollar at 46.05 UAH (+19 kop.) and the euro at 51.75 UAH (−5 kop.). Thus, despite the general trend toward price increases, individual banks and specific channels (card/app/cash desk) demonstrate multidirectional dynamics within a few kopecks.

Practical Conclusions and Caveats

The overall picture on November 4 indicates a steady consolidation of the rate in the range of 45.5–46 UAH per dollar with the support of the NBU: the cash market trades in the upper part of the corridor, banks in the middle, and the regulator's official quotes remain an anchor for the entire market. For individuals and businesses, this means that short-term fluctuations within a few kopecks do not change the general picture, and the choice of channel (exchanger, cash desk, card, app) can significantly affect the final cost of the operation.
