On September 17, 2026, at approximately 16:30, an explosion occurred at the entrance to the second department of the Stryi District Territorial Center for Recruitment and Social Protection (TCC) in the city of Nyliv, Lviv Oblast. According to preliminary data, unidentified individuals placed an unknown device from the street side. As a result of the incident, a TCC serviceman was injured and was urgently hospitalized. Law enforcement officers and an investigative-operational group are working at the scene.
Circumstances of the incident
According to a statement by the Lviv Oblast TCC, cited by RBC-Ukraine, the explosive device was left by unidentified individuals from the street side, at the entrance to the second department of the district TCC and SP. The exact type of the device and the mechanism of its activation were not disclosed at the time the official statements were published. The police cordoned off the surrounding area: at the scene, behind the barrier tape, officers in reflective vests bearing the inscriptions "Politsiya" (Police) and "Kryminal" (Criminal) are working.
Condition of the injured and actions at the scene
As a result of the explosion, a TCC serviceman was injured. The victim was taken to the Nyliv Central District Hospital, where doctors assess his condition as moderate. Initial investigative actions are ongoing at the scene: the investigative-operational group and specialists are establishing all the circumstances of the incident, as well as the individuals involved in the explosion.
Development of the investigation: detention and legal qualification
As events unfolded, additional information emerged. According to several publications, law enforcement officers detained two individuals connected to the incident. In addition, the Security Service of Ukraine (SBU) has joined the investigation, which, according to reports, is examining the incident as a terrorist act. This information supplements the initial statement by the Lviv Oblast TCC and points to a stricter legal qualification of the event.
Contradictory data
There is a discrepancy between the initial report and subsequent publications in terms of the level of confirmed details and the legal qualification. In the official statement by the Lviv Oblast TCC, the incident was described as the placement of an "unknown device" by "unidentified individuals," with no mention of detainees or of a terrorist act. At the same time, later reports, including those citing the SBU, report the detention of two individuals and an investigation as a terrorist act. Until comprehensive official clarifications are published, both versions coexist: the basic fact of the explosion and the injury to a serviceman is confirmed, while the details about the detainees and the qualification as a terrorist act remain an evolving line of the investigation.
Context: a series of incidents involving TCCs
The incident in Nyliv is taking place against the backdrop of a series of incidents related to the work of territorial recruitment centers. Recently, in Volyn, a man caused an accident involving a TCC service vehicle, as a result of which the car crashed into an electrical pole and four servicemen were injured. Earlier, in Lviv, the police launched an internal investigation following a conflict involving TCC servicemen, a police officer, and a civilian woman, which occurred during notification activities. The totality of these events underscores the heightened attention of law enforcement agencies to incidents around TCCs.
