A fake screenshot is once again actively circulating in the Russian information space, with propaganda channels presenting it as "evidence" of preparations for the mobilization of women in Ukraine. According to the Center for Countering Disinformation (CCD), this time the disinformation drop was a purported screenshot from the ProZorro state procurement system, showing an alleged tender by the Ministry of Defense of Ukraine for the purchase of 150,000 women's winter jackets for the front. RBC-Ukraine, citing CCD data, confirmed that such a screenshot is being actively spread in the Russian-language segment of social networks and messengers, accompanied by comments about the "inevitability of a women's conscription."
Fake Screenshot and Verification in ProZorro
As explained by the Center for Countering Disinformation, the ProZorro system contains no information whatsoever about the Ministry of Defense of Ukraine conducting a tender for the purchase of 150,000 women's winter jackets. According to CCD experts, the fake screenshot bears characteristic signs of manipulation: the formatting of the announcement, the data structure, and the style do not match actual records on the state procurement platform. Propaganda outlets use this visual "artifact" as an emotional trigger, reinforcing the narrative of an alleged upcoming forced conscription of women.
Official Position: The Mobilization of Women Is Not Being Carried Out and Is Not Planned
The CCD categorically refutes the very basis of the fake: there are no legislative initiatives, bills, or internal discussions in Ukraine regarding the mobilization of women. The structure emphasizes that the mobilization of women in Ukraine is not being carried out and is not planned, and that women join the Defense Forces exclusively on a voluntary basis. This statement is fully consistent with the position previously voiced by the Verkhovna Rada Committee on National Security, Defense and Intelligence, which in late August 2026 officially put an end to rumors about a women's conscription, confirming the voluntary nature of women's participation in the country's defense.
Civil Petition: A Nuance Being Presented as "Confirmation"
Worth separate mention is the fact that on August 10, 2026, a civil petition was registered on the website of the Cabinet of Ministers of Ukraine calling for the introduction of mandatory military duty for able-bodied women without children. The author of the initiative proposes providing exceptions for persons with legal grounds for deferment or those unable to serve due to health conditions. It is important to understand: a citizen's petition is not a legislative initiative, does not go through parliamentary procedure, and does not reflect the position of the state. Nevertheless, it is precisely such isolated civil appeals that are sometimes used in the propagandistic discourse as "evidence" of preparations for women's mobilization, which is a manipulative transfer of meanings.
Systemic Disinformation Campaign and Its Goals
Disinformation fighters at the CCD remind that Russian information resources have been regularly spreading fakes about the alleged forced mobilization of Ukrainian women throughout the entire period of the conflict. According to the center's assessment, such drops are part of a systemic disinformation campaign aimed at spreading panic and destabilizing Ukrainian society. Each new "evidentiary" screenshot — whether fake documents, fictitious conscription points, or, as in this case, a fabricated tender in ProZorro — serves as a tool of pressure on civil society and undermining trust in state institutions. Experts recommend that Ukrainian citizens, upon receiving such "sensational" materials, independently verify the information on official platforms, in particular on the ProZorro website, and also refer to statements by the relevant authorities and parliamentary committees.
